Agent-based dynamic analysis and evaluation of economic instruments: the example of immission control – A contribution to the governance of sustainability (dABEI)

Abstract
In this project we analyse how economic and legal environmental instruments can be evaluated in a practical implementation context and in an empirically meaningful manner. Based on this analysis, reconfiguration paths towards more sustainability shall be made accessible. Immission control is used as animplementation context, in which many administrative and economic instruments interact.Confronting and synthesising economic and jurisprudential findings on this important field of environmental policy is fundamental to the project. We will do this by using theoretical evaluations and interpretations of law which will be supplemented by insights from case studies. In addition, we will make a contribution to applied research on the effects of economic instruments. This will be done by evaluating data on immissions and emissions as well as by utilising qualitative and quantitative surveys of relevant agents. Finally, we develop an agent-based dynamic simulation model, which (in contrast to traditional methods) enables us to incorporate respect the interactions of firm and policy actors and to make the different levels of environmental policy paths as well as their variation possibilities transparent.The project will give answers to (i) whether the current mix of instruments still offers adequate solutions to immission problems, and (ii) whether it is an important element of a strategy for sustainable development. If this should not be the case, an alternative development path will be outlined. In addition, with the development of an agent-based simulation model for the evaluation of economic and legal environmental instruments, we break new ground, as we try to incorporate realistic behaviour of the different actors as well as their interactions.The project was funded by the Federal Ministry of Education and Research, program "Economics for Sustainability”
