The study consists of a literature review (supplemented by phone interviews with experts) covering liberalization of higher education and training with a special focus on (a) its impact on workers? socio-economic security and on voice representation secu-rity, (b) its impact on the quality and accessibility of higher education and training, and (c) global policies influencing this liberalization.
