Abstract
Demografic shrinking and growing often lay near aside; the study looks at 


  • the differing engagement of civil and political actors as factors of demografic resilience,

  • the potential for engagement by strengthening local institutions (such as associations, congregations, local policy) or local lead development programmes,

  • personal engagement of local politicians

  • tools and measure to incourage civil engagement in different urban and rural settings.


Phases of the study are analysis, interviews and dialoques.
