Internationalisation and Globalisation of German Higher Education in the Context of the Bologna Process

Zusammenfassung, Abstract
The contribution starts with a terminological differentiation of internationalisation, globalisation and Europeanisation in the field of higher education. Globalisation is distinguished from internationalisation in particular by its stronger focus on competitive dimensions. This is exemplified in the second part by analysing the functions of (global) rankings of higher education institutions. In the third part the Bologna reform process which continues to be based dominantly on the traditional cooperation paradigm is analysed using two perspectives. The first perspective is a look back on the process of implementation up to the 2005 stocktaking exercises. It is pointed out that tip to that time a certain degree of convergence could be observed in the surface and macro structures, however, that there continued to be a high degree of diversity beneath these structures. The second perspective summarizes the results of a recently finished research project in the framework of which a number of higher education researchers reflected about the future and sustainability of the European Higher Education Area. In this context the issue of keeping tip diversiry was particularly emphasised as well as the issue of jointly going the "European way". The final part of the contribution proposes a research agenda in the field of internationalisation in higher education.
