Abstract

Despite being anchored in law and demanded by politics and practice, studies show that autonomy in German schools is low in international comparison. This article examines this paradox by drawing on Niklas Luhmann's theory of social systems and arguing that the structural coupling between the legal and educational systems makes comprehensive organizational autonomy more difficult and leads to false expectations and unwanted bureaucratization.
